
Licence Agreement & Park Rules
This Licence Agreement, together with the Site Rules, governs the use of Static Holiday Homes and Seasonal Touring Caravans. Both documents form a legally binding contract between the caravan owner and G.D. Hardy Ltd. This agreement complies with all applicable UK laws, including GDPR regulations and East Lindsey District Council requirements.
This Agreement creates a contractual licence to occupy only and does not create a tenancy or confer security of tenure.
1. Definitions & Interpretation

“Caravan” refers to the static or touring unit detailed in Part I.

“Pitch” refers to the specific location within the park allocated for the caravan.

“Park Rules” means the rules governing the conduct and operation of the park, which may be amended to ensure compliance with legal, safety, and operational requirements.

“Owner” refers to the individual named in the Licence Agreement who is responsible for the caravan and adherence to park rules.
-
“Park Management” refers to G.D. Hardy Ltd or any designated representative responsible for overseeing park operations.
2. Permission to Keep the Caravan on the Pitch
-
Owners are permitted to keep their caravan on their designated pitch for the agreed duration.
-
This Agreement is non-transferable; subletting is only permitted on designated rental pitches and requires written approval from Park Management.

Replacement Caravans: If a caravan suffers total loss, a replacement must be pre-approved, purchased from G.D. Hardy Ltd, and meet park safety standards.

Holiday Use Only: Caravans may only be used for holiday and recreational purposes and must not be used as a primary residence. Owners must maintain a permanent residential address elsewhere and may be required to provide documentary evidence annually. Residency checks may be conducted.
3. Park Owner’s Responsibilities

Infrastructure Maintenance: The park owner is responsible for maintaining essential infrastructure, including roads, drainage, and communal facilities.

Service Provision: The park ensures continued electricity, water, and gas supply (subject to external suppliers).
-
Notice of Works: Park Management will provide reasonable notice of any major works affecting access to pitches, facilities, or services.

Legal Compliance: The park complies with all relevant UK safety, environmental, and planning regulations.

Caravan Relocation: The park reserves the right to relocate caravans for maintenance or safety reasons. Reasonable notice will be given where possible.
4. Caravan Owner’s Responsibilities

Caravan Maintenance: Owners must maintain their caravan in a safe, structurally sound condition and comply with fire and electrical safety standards.

Fees & Charges: Site fees, utility charges, and any applicable fees must be paid on time.
-
Tidy Pitch Area: Owners must keep their pitch tidy and comply with park regulations regarding decking, steps, and storage.
-
Regulatory Compliance: Owners must adhere to all local authority holiday use and residency restrictions.

Caravan Condition Compliance: If a caravan is deemed unsafe or dilapidated, the owner will have 30 days’ written notice to rectify the issue. Failure to comply may result in removal at the owner's expense.

Annual Licence Renewal: Owners must complete a new Licence Agreement before March 1st each year.

Proof of Primary Residence: Owners must submit proof of address dated within 90 days of the site fee invoice annually.

Drain Down Recommendation: Professional drain-down services by an approved contractor are advised for winter.

Certification Requirements: In accordance with site licence conditions, G.D. Hardy Ltd will arrange periodic gas and electrical safety inspections through approved contractors. However, the legal responsibility for ensuring that the Caravan holds valid and up-to-date safety certification at all times remains solely with the Owner. All Caravans must hold a valid annual Gas Safety Certificate issued by an approved contractor. Non-renting Owners must ensure that an Electrical Installation Condition Report (EICR) is obtained at least once every three years. Renting Owners must comply with all applicable electrical safety legislation. The arrangement or coordination of inspections by Park Management does not transfer responsibility. The Owner remains fully responsible for compliance and must ensure that valid certification is maintained at all times.
5. Insurance

Owners must insure their caravan with at least £2 million third-party liability coverage.

Proof of insurance must be provided to park management.
6. Behaviour Standards
-
Respect & Conduct: Owners, guests, and visitors must behave respectfully towards fellow residents and park staff.

Noise Restrictions: Noise must be kept to a minimum between 10:00 PM and 7:00 AM (Environmental Protection Act 1990).

Prohibited Items & Activities:
-
Fireworks, weapons, or illegal substances are strictly prohibited.
-
Criminal activities, including drug use, vandalism, and theft, are prohibited.
-
Anti-social behaviour, harassment, or abuse will not be tolerated.
-
Criminal activities may result in termination of the Licence Agreement and police involvement.

7. Children & Supervision
-
Parental Responsibility: Parents/guardians are responsible for their children's supervision and safety.
-
Play Areas: Children must use designated play areas and not disturb other residents.
-
Road Safety: Playing on roads, car parks, or near moving vehicles is strictly prohibited.
-
Curfew: Children under 16 must be at their caravan by 10:00 PM unless accompanied by an adult.
-
Bicycles & Scooters: Helmets must be worn by children under 16. Reckless riding is not permitted.
-
No Ball Games: Ball games are not permitted in roadways, between caravans, or in areas where they may cause disturbance or damage.
8. Pets
-
Leash Requirement: Pets must be on a lead at all times.
-
Cleaning Up: Owners must clean up after their pets; failure to do so may result in fines.

Dog Exercise: Dogs must not be exercised within the park grounds. Owners are required to exercise their dogs off-site. Short toilet walks are permitted provided the dog remains on a lead at all times and any waste is removed immediately.

Restricted Breeds: Dangerous breeds (Dangerous Dogs Act 1991) are strictly prohibited.

Owners with XL Bully dogs must provide valid public liability insurance, a Certificate of Exemption, and comply with all legal requirements, including keeping the dog on a lead and muzzled in public.

Aggressive Behavior: Aggressive pets must leave the park immediately.
-
Pet Limit: A maximum of two pets per caravan unless otherwise approved in writing.
9. Vehicles & Parking
-
One Vehicle Rule: Only one vehicle per caravan unless otherwise approved. A second vehicle may be permitted at the discretion of Park Management provided it does not cause obstruction, nuisance, or visual impact. Long-term storage of multiple vehicles is not permitted.

Speed Limit: 10 MPH must be observed throughout the park.
-
Road-Legal Vehicles Only: Unregistered, untaxed, uninsured, or off-road vehicles are prohibited.
-
E-Scooters Prohibited: E-scooters are not permitted within the park.
-
Commercial Vehicles: Small commercial vehicles used as everyday transport may be permitted provided they are of standard car or small van size and do not display tools, ladders, scaffolding, materials, or trade equipment externally. Transit-type vans, Luton vans, curtain-sided vehicles, or large sign-written works vehicles are not permitted to be kept or parked overnight on the park. Occasional access may be allowed for loading and unloading, provided it does not cause disruption. Park Management reserves the right to refuse entry or request removal at any time.

Grass Protection: To prevent damage, vehicles must not be driven or parked on grassed areas. Parking on grass, verges, empty plots, or another owner’s allocated space is strictly prohibited. Any damage caused will be repaired and recharged to the responsible owner.

Campervans, Motorhomes & Tents: Motorhomes, campervans, converted vans, tents, trailer tents, or any vehicle designed or adapted for sleeping accommodation are not permitted on-site unless they are the licensed caravan unit occupying the pitch.

Park Appearance: The park is a holiday environment and must be maintained to a high visual standard for the benefit of all owners and prospective customers. Park Management reserves the right to refuse or require removal of any vehicle considered excessive, oversized, unsightly, disruptive, or inconsistent with the park’s appearance.
10. Access & Contractors

Emergency Access: The park reserves the right to hold a spare key for emergencies, safety checks, and maintenance. Notice: Where possible, reasonable notice will be given prior to non-emergency access. However, access may be required at short notice or without notice in cases of emergency, suspected safety risk, regulatory requirement, or contractor availability.

Notice of Entry: Where reasonably practicable, prior notice will be given before non-emergency access is required. However, access may be necessary at short notice or without notice in circumstances involving emergency, suspected risk to health or safety, regulatory requirement, urgent maintenance, or contractor availability beyond the reasonable control of Park Management.

Owner Responsibility: Owners must provide access for safety inspections as required by law.

Approved Contractors Only: Only approved contractors are permitted to carry out work.
11. Complaints & Dispute Resolution

Addressing Complaints: Complaints should be directed to Park Management first.
-
Mediation & Legal Action: Disputes may be resolved through mediation or legal proceedings if necessary.
12. Data Protection
-
Legal Compliance: Personal data is processed per UK GDPR laws.
-
Use of Data: Data is shared only with regulatory authorities or service providers.
-
Data Retention: Personal data will be retained for the Licence Agreement duration plus one year.
-
Owners’ Rights: Owners can access, correct, or request data deletion.
13. ViSOR Compliance
-
Ownership or occupancy is prohibited for individuals listed on the Violent and Sex Offenders Register (ViSOR).
-
Background checks may be conducted for compliance.
-
Breach of this policy results in immediate termination of the Licence Agreement.
14. Private Letting (is only permitted on designated rental pitches)
-
Approval Required: Private letting is only permitted on designated rental pitches and requires written approval from Park Management.
-
Tenant Registration: Owners must register all tenants with Park Management before occupancy.
-
Tenant Compliance: Owners are responsible for ensuring their tenants comply with all park rules and regulations.
-
No Subletting: Tenants are strictly prohibited from subletting their caravan.
-
Gas & Electrical Safety: Rented caravans must have an annual Gas Safety Certificate and an annual Electrical Installation Condition Report (EICR) conducted by approved contractors only.
-
Caravans using gas bottles must have a changeover valve and two bottles for safety and continuity of supply.
-
Insurance Requirement: Owners must have landlord insurance that includes third-party liability coverage.
-
Emergency Contact Information: Owners must provide emergency contact details for both themselves and their tenants to Park Management.
-
Dog Restrictions: Owners must inform tenants of any park-specific dog restrictions.
-
Enforcement: Park Management reserves the right to revoke private letting permissions for repeated violations of park rules.
15. Compliance with East Lindsey District Council
-
Owners must comply with local council planning and licensing regulations.
-
Annual residency checks may be conducted.
-
The park reserves the right to conduct fire and safety inspections.
16. Fines & Penalties
-
Reconnection Fee: If a caravan is disconnected due to non-payment or failure to provide required documents, a £250 reconnection fee will apply. Reconnection may take up to 48 hours.
-
Grass Damage Fine: Driving or parking on grass resulting in damage will incur a £200 fine or the full cost of repair (whichever is greater).
-
Misuse of Safety Equipment: Misuse of fire hoses or any other safety-related equipment will result in a £200 fine or the cost of reinstatement and inspection (whichever is greater).

Tampering with Electrical Hook-Ups: Interfering with site electrical supply boxes may result in a fine equal to the full cost of inspection and remedial works, or site licence termination.

Waste Disposal Violation: Disposing of offsite domestic rubbish or commercial waste in park bins may lead to a £200 fine or the cost of removal and disposal (whichever is greater), or termination of site privileges.

Unauthorised Vehicle Parking: Repeated parking on grass, vacant plots, or another owner’s allocated space may result in a £150 fine per incident following written warning.
17. CCTV & Surveillance

Private CCTV Installation: Owners wishing to install external CCTV cameras on their caravan must obtain prior written approval from Park Management. All CCTV systems must comply with UK GDPR laws and must not record or monitor areas beyond the caravan owner's pitch.

Public Area Surveillance: The park may operate CCTV in communal areas for security and safety purposes. This footage is managed in compliance with UK Data Protection laws.

Breach of Privacy: Any misuse of CCTV, including monitoring other residents or recording communal areas without permission, may result in the requirement for removal of the equipment and further action taken by Park Management.
18. Storage & Shed Requirements
-
All sheds and storage boxes must be constructed of metal and be non-combustible. This requirement is in accordance with site licence conditions and the Caravan Sites and Control of Development Act 1960.
-
Each Pitch is permitted one shed only, with a maximum size of 6 feet by 8 feet (6ft x 8ft).
-
The shed must be positioned in the approved location on the Pitch in accordance with site layout, spacing requirements, fire safety distances, and Park Management instructions.
-
Any request for an additional shed, alternative size, or different positioning must be submitted in writing to the Park Office and approved in writing before installation.
-
Gas cylinders (including LPG bottles of any size) must not be stored inside sheds, storage boxes, enclosed structures, or any non-ventilated area. All gas bottles must be stored externally in an upright position and in accordance with safety guidance and site requirements.

Any shed, storage structure, or gas cylinder storage arrangement that does not comply with these requirements must be removed or corrected within 14 days of written notice. Failure to comply may result in removal by Park Management and recovery of associated costs from the Owner.
19. Waste & Wildlife Management
-
Feeding wildlife is strictly prohibited as it attracts rats and other vermin.
-
Food waste must be disposed of in designated bins to maintain hygiene and pest control.
-
Any instances of rodent infestations must be reported to Park Management immediately.
-
Intentional feeding of birds, foxes, or other wild animals may result in fines or penalties.
20. Alterations & External Equipment
-
No external alteration or structural modification may be carried out without prior written approval from Park Management.

This includes (but is not limited to):
-
Solar panels and photovoltaic systems
-
Battery storage systems including lithium batteries
-
Inverters or transformers
-
External wiring or cabling
-
Roof-mounted equipment
-
Electric vehicle charging systems
-
Wind-powered devices
-
Any device capable of generating, storing, or exporting electricity

Privately generated electricity must not be connected to park infrastructure.
-
Unauthorised installations must be removed within 14 days of written notice.
-
Failure to comply may result in removal at the owner’s expense and/or termination.
21. Termination
-
Park Management reserves the right to terminate this Licence Agreement for serious or repeated breach of park rules, non-payment of fees, criminal activity, false information, or non-compliance with safety requirements.

In serious cases, termination may be immediate.
-
Upon termination, the caravan must be removed within 28 days at the owner’s expense.

Park Management reserves the right to amend the park rules at any time to comply with changing legislation, safety regulations, or operational needs. Owners will be notified in writing of any updates, and continued use of the site constitutes acceptance of revised rules.
By signing this Licence Agreement, you confirm that you have read, understood, and agreed to comply with all terms and conditions, including the legally binding Park Rules.
